Chapter 1 — General Provisions (Articles 1–5)
Establishes an independent Judicial Service Commission, gives it legal personality and a Mogadishu seat, and assigns it responsibility for federal judicial independence, appointments, promotion, transfer, dismissal, discipline, working conditions and advice on justice legislation.

Chapter 2 — Composition and Administration (Articles 6–13)
Specifies the Commission’s nine-member composition, appointment and terms, leadership and secretariat, grounds for loss of office, meeting rules, public participation, transparency and limited grounds for confidential sessions or records.

Chapter 3 — Commission Procedures (Articles 14–26)
Sets quorum and voting, regulates judicial vacancies, appointment, promotion and transfer, requires a judicial code of conduct, and creates complaint, investigation and disciplinary-hearing procedures with notice, evidence, review and appeal safeguards. It also gives the Commission investigatory powers and a role in nominating Constitutional Court judges.

Chapter 4 — Miscellaneous and Final Provisions (Articles 27–32)
Covers the annual budget and report to Parliament, cooperation with state-level judicial service bodies, members’ remuneration, repeal of inconsistent rules and the conditions for the Law’s entry into force.
