Chapter 1 — Foundational Provisions (Articles 1–8)
Creates a national system for registering and identifying citizens and other lawful residents, recognises access to identification, sets identity-verification and card-issuance procedures, requires a complaints process and specifies the permitted identity data while restricting discriminatory collection and requiring secure storage.

Chapter 2 — Establishment of the Authority (Articles 9–10)
Establishes the National Identification and Registration Authority as a legal person headquartered in Mogadishu with branches as needed, and defines its objectives of reliable identification, service access, planning, security, economic inclusion and protection against harms caused by lack of identity.

Wuxuu Hay'adda Aqoonsiga iyo Diiwaangelinta Qaranka u dhisayaa qof sharciyeed xaruntiisuna tahay Muqdisho, laamana ka samaysan kara dalka. Wuxuu qeexayaa ujeeddooyinkeeda aqoonsi la isku hallayn karo, helidda adeegyada, qorshaynta, amniga, ka-qaybgalka dhaqaalaha iyo ka-hortagga waxyeellada aqoonsi la'aanta.
Chapter 3 — Functions, Powers and Structure (Articles 11–26)
Directs the Authority to build and protect the identity-management system, register eligible persons and issue unique identity numbers. It governs cooperation and information exchange, the powers of the Authority and Ministry, the management board, executive structure, appointment and removal of the Director-General and deputy, staff, data facilities, oath and budget.
Cutubka 3aad — Hawlaha, Awoodaha iyo Qaab-dhismeedka Hay'adda (Qodobbada 11–26)
Wuxuu Hay'adda farayaa inay dhisto oo ilaaliso nidaamka maaraynta aqoonsiga, diiwaangeliso dadka u qalma oo siiso tiro aqoonsi oo gaar ah. Wuxuu nidaaminayaa iskaashiga iyo xog-wadaagga, awoodaha Hay'adda iyo Wasaaradda, guddiga maamulka, qaab-dhismeedka fulinta, magacaabista iyo xil-ka-qaadista Maareeyaha Guud iyo ku-xigeenka, shaqaalaha, xarumaha xogta, dhaarta iyo miisaaniyadda.
Chapter 4 — Miscellaneous and Final Provisions (Articles 27–31)
Authorises regulations, procedures and internal rules, creates offences involving unlawful registration or identification conduct, bars conflicts of interest, repeals inconsistent laws and sets commencement after enactment and official publication.

Wuxuu oggolaanayaa xeer-nidaamiyeyaal, habraacyo iyo xeer-hoosaadyo, wuxuuna dembi ka dhigayaa falal sharci-darro ah oo la xiriira diiwaangelinta ama aqoonsiga. Wuxuu reebayaa danaha is-diidan, burinayaa sharciyada ka hor imanaya, wuxuuna dejinayaa dhaqan-galka marka la ansixiyo laguna soo saaro Faafinta Rasmiga ah.
