Dastuurka Dawladda Puntland ee Soomaaliya (2012)
Title I — Founding Principles of Puntland
Establishes Puntland State and its system of governance in accordance with Islamic Sharia. It covers rule of law, popular government, consultation, social justice, multiparty competition, decentralisation, the people, territory, language, religion, capital and state symbols.
Cinwaanka I — Mabaadi’da Aasaasiga ah ee Puntland
Wuxuu aasaasayaa Dawladda Puntland iyo nidaamkeeda maamul ee waafaqsan Shareecada Islaamka. Wuxuu ka hadlayaa sarraynta sharciga, xukunka shacabka, wadatashiga, caddaaladda bulshada, tartanka xisbiyada, awood-baahinta, shacabka, dhulka, afka, diinta, caasimadda iyo astaamaha dawladda.
Title II — Fundamental Rights and Individual Protections
Guarantees equality and extensive civil, political and social rights, including expression, association, movement, property, life, liberty, privacy, media, assembly, fair-trial protections, family, education, health, women, children, labour and social security. It also covers citizenship, citizens’ duties, elections and emergencies.
Cinwaanka II — Xuquuqda Aasaasiga ah iyo Ilaalinta Shakhsiyaadka
Wuxuu dammaanad qaadayaa sinnaanta iyo xuquuqda madaniga, siyaasadda iyo bulshada, oo ay ku jiraan hadalka, ururrada, isu-socodka, hantida, nolosha, xorriyadda, xurmada gaarka ah, warbaahinta, bannaanbaxa, garsoor caddaalad ah, qoyska, waxbarashada, caafimaadka, haweenka, carruurta, shaqada iyo badbaadada bulshada. Wuxuu kaloo ka hadlayaa jinsiyadda, waajibaadka muwaadiniinta, doorashooyinka iyo xaaladaha degdegga ah.
Title III — Economy
Sets the economic principles of Puntland, including free markets, private property, investment, natural resources and public finance within the federal system.
Cinwaanka III — Dhaqaalaha
Wuxuu dejinayaa mabaadi’da dhaqaale ee Puntland, oo ay ku jiraan suuqa xorta ah, hantida gaarka ah, maalgashiga, khayraadka dabiiciga ah iyo maaliyadda guud ee nidaamka federaalka.
Title IV — Structure of the State
Establishes the Legislature, Executive and Judiciary, including the House of Representatives, President, Vice-President, Council of Ministers, courts and Judicial Service Commission, with their powers, appointment processes and accountability.
Cinwaanka IV — Qaab-dhismeedka Dawladda
Wuxuu aasaasayaa sharci-dejinta, fulinta iyo garsoorka, oo ay ku jiraan Golaha Wakiillada, Madaxweynaha, Madaxweyne-ku-xigeenka, Golaha Wasiirrada, maxkamadaha iyo Golaha Adeegga Garsoorka, iyo awoodahooda, habraacyada magacaabista iyo isla-xisaabtanka.
Title V — Puntland System of Administration
Regulates the Puntland Civil Service, including recruitment, merit, civil servants’ rights and duties, and public-administration institutions.

Wuxuu nidaamiyaa Shaqaalaha Rayidka Puntland, oo ay ku jiraan qorista, kartida, xuquuqda iyo waajibaadka shaqaalaha iyo hay’adaha maamulka guud.
Title VI — Supremacy and Amendment of the Constitution
Affirms constitutional supremacy, subject to the Federal Constitution, and sets procedures for amendment, transition and implementation.

Wuxuu xaqiijinayaa sarraynta Dastuurka iyadoo la raacayo Dastuurka Federaalka, wuxuuna dejinayaa habraacyada wax-ka-beddelka, kala-guurka iyo hirgelinta.
