Chapter 1 — Establishment of the Transitional / State Government of Jubaland
Establishes Jubaland State on the will of the people of Gedo, Middle Juba and Lower Juba. It affirms the supremacy of law after Sharia, declares Islam the basis of law, sets principles of government and defines the people, territory, symbols, capital and official languages.

Wuxuu aasaasayaa Dawlad Gobolka Jubbaland oo ku salaysan rabitaanka shacabka Gedo, Jubbada Dhexe iyo Jubbada Hoose. Wuxuu xaqiijinayaa sarraynta sharciga Shareecada ka dib, Islaamkana saldhigga sharciga, wuxuuna qeexayaa mabaadi’da dawladda, shacabka, dhulka, astaamaha, caasimadda iyo afafka rasmiga ah.
Chapter 2 — System of Government
Establishes the legislature, executive and judiciary. It covers Parliament, the Cabinet, the President and Vice-President, succession, independent institutions, security services, traditional elders and the structure and administration of the judiciary.
Cutubka 2aad — Nidaamka Dawladda
Wuxuu aasaasayaa sharci-dejinta, fulinta iyo garsoorka. Wuxuu ka hadlayaa Baarlamaanka, Golaha Wasiirrada, Madaxweynaha iyo Madaxweyne-ku-xigeenka, beddelka xilka, hay’adaha madaxbannaan, adeegyada amniga, odayaasha dhaqanka iyo qaab-dhismeedka garsoorka.
Chapter 3 — Fundamental Rights and Freedoms
Guarantees individual rights, including women’s rights, and covers civil, political, social and economic rights consistent with Islamic principles and the federal constitutional framework.
Cutubka 3aad — Xuquuqda iyo Xorriyadaha Aasaasiga ah
Wuxuu dammaanad qaadayaa xuquuqda shakhsiyeed, gaar ahaan xuquuqda haweenka, wuxuuna ka hadlayaa xuquuqda madaniga, siyaasadda, bulshada iyo dhaqaalaha ee waafaqsan mabaadi’da Islaamka iyo qaab-dhismeedka dastuuriga ah ee federaalka.
Chapter 4 — Relation with the Federal Government
Defines the relationship between Jubaland and the Federal Government, affirms Jubaland’s status as a Federal Member State and sets principles for cooperation, power-sharing and respect for the Federal Constitution.

Wuxuu qeexayaa xiriirka Jubbaland iyo Dawladda Federaalka, wuxuu xaqiijinayaa maqaamkeeda Dawlad-goboleed Federaal ah, wuxuuna dejinayaa mabaadi’da iskaashiga, awood-qaybsiga iyo ixtiraamka Dastuurka Federaalka.
Chapter 5 — Final Clauses
Contains transitional and final provisions, including the process for completing a permanent state constitution, entry into force and other closing arrangements.
Cutubka 5aad — Qodobbada Kama-dambaysta ah
Wuxuu ka kooban yahay qodobbada ku-meel-gaarka ah iyo kuwa kama dambaysta ah, oo ay ku jiraan habraaca dhammaystirka dastuur joogto ah, dhaqan-galka iyo qodobbo kale oo soo af-garaacaya.
